At least 66 people remain missing a week after deadly flash floods devastated northern India's Uttarakhand state, officials said on Tuesday, revising down an earlier death toll from four to one.

The disaster struck on 5 August when heavy rains triggered mudslides that submerged half of Dharali village and damaged an army camp in the Uttarkashi district.

Rescue operations continue but are being hampered by bad weather and a blocked highway near the site, authorities added.

Weeks of torrential rains caused the Kheerganga river to burst its banks, sending torrents of muddy water crashing through Dharali and nearby Harsil village.

Shocking videos showed a wall of water obliterating buildings in seconds, leaving residents scant time to flee.

"Everything was normal until 4pm. Then we heard a loud noise and within minutes the water was everywhere," survivor Rajesh Kumar told BBC Hindi.

**Controversy over cause**

While state chief minister initially blamed a"cloudburst", India's meteorological department found no evidence of the weather phenomenon.

A team of 10 geologists has now been dispatched to determine what caused the disaster, senior official Vinay Pandey said.

The sludge from Kheerganga blocked part of the Bhagirathi river - which becomes the sacred Ganges downstream - creating a 2km-long artificial lake that submerged vast areas including a government helipad.

The official missing list includes 24 Nepalese workers, 14 locals, 9 soldiers and 19 from other Indian states, though locals say more are unaccounted for.

Nepal's embassy is assisting with identifying its citizens, while army divers search for the missing personnel.

Over 1,300 people have been rescued since last week, but operations are complicated by the area's mountainous terrain and damaged infrastructure.

"The highway blockage means we're using helicopters to airlift supplies, but the submerged helipad is a major setback," rescue team leader Anil Joshi said.
